HAMAP-Humanitaire is seeking for an interim Middle East Regional Coordinator to replace our collaborator for a period of 4 months (preferred period – 16/11/26-15/03/27), based in Lebanon with potential trips to Iraq, Syria and Jordan.
Introduction to HAMAP-Humanitaire:
Founded in 1999, HAMAP-Humanitaire is a non-governmental organisation (NGO) dedicated to development aid. Its mission is to take concrete action to ensure that ever more men, women and children have access to safe drinking water and sanitation, education, healthcare and security. Its objective is to support and strengthen its local partners from the initial identification of needs right through to the implementation and sustainability of their projects. HAMAP-Humanitaire’s work focuses on two main areas of activity: water and sanitation engineering and hygiene, and Humanitarian Mine Action (HMA).
Mine Action:
HAMAP, which later became HAMAP-Humanitaire, originally stood for ‘Halte Aux Mines Anti-Personnel’ (Stop Anti-Personnel Mines). Mine action is therefore the organisation’s original purpose. Various training and awareness-raising projects on the risks posed by landmines have been carried out in Mauritania, Senegal and Benin in the past. HAMAP-Humanitaire is currently active in mine clearance, risk education and advocacy in the Middle East and Ukraine.
HAMAP in Middle East:
HAMAP currently has 3 simultaneous projects in Lebanon working alongside with the LMAC, Beatoona and the University of Balamand, under French, Belgian and German MoFA funds. In Syria HAMAP is working with Safe Land for a one year project funded by French government. The Regional Coordinator is responsible for monitoring programmes and project activities, liaising with partners and maintaining relations with HQ.
JOB MISSION:
Under the supervision of the Head of the HMA Division, the Regional Coordinator establishes the operational and strategic framework for the Middle East region by analysing the humanitarian, security, political and social situation. He or she is responsible for the growth of the HMA sector, provides support to country teams, oversees the coherence of support functions and drives the localisation agenda. The role involves structuring, harmonising and developing the programmatic, operational, security and partnership frameworks for missions in the Middle East.
MAIN RESPONSIBILITIES
Management, HR and Team Cohesion (25%)
- Support for Coordinators: Support Syria Country Coordinator and the regional team in their management and steering roles.
- ‘Problem-Solving’: Acting as a ‘problem solver’ to propose viable solutions to operational, institutional and financial bottlenecks, or issues arising in partnership relationships.
- Supporting innovation: Working with technical leads and head office, identify and propose innovations for projects: digital awareness, integration of artificial intelligence, and others.
- Team dynamics: Ensure teams are well-led and cohesive by fostering a positive atmosphere amongst staff and maintaining a suitable working environment.
- HR management: Support the structuring of teams, clarify responsibilities, support recruitment and skills development processes, and contribute to resolving sensitive HR issues in collaboration with head office.
Supervision of Support Functions (40%)
- Budgetary consistency: Ensure the financial balance of the region and oversee the preparation of provisional budgets in line with funding strategies.
- Monitoring and control: Ensure budgets are adhered to, analyse variances and propose corrective measures to head office.
- Logistical optimisation: Ensure compliance with financial and procurement procedures and optimise the pooling of technical and material resources amongst the various offices in the region.
- Internal structuring: Lead the development and harmonisation of regional management tools: development plans, monitoring matrices, budgetary tools, reporting frameworks, document templates, internal procedures and coordination mechanisms.
Security Management (25%)
- Security Validation: Validate the security context analysis carried out by the field units and escalate critical alerts to head office; in tense situations, provide regular security analyses to HQ.
- Crisis Management: Activate a regional crisis unit and liaise with HQ in the event of a critical security incident.
- Compliance: Ensure that all teams within the regional area comply with security regulations.
Development, Advocacy and Localisation (10%)
- Localisation Agenda: Keep the issue of localisation at the top of the agenda (publications, workshops, training) and develop long-term partnerships with local NGOs.
- Representation: Enhance HAMAP’s sectoral legitimacy by participating in or leading working groups, regional clusters or sectorial events.
- Donors: Maintain good relations with our key donors and financial partners by regularly taking part in visits, targeted reporting or specific activities.
- Lead the development of projects; upon request, in the region in collaboration with the HMA and WASH divisions at head office. Identify potential donors, with a view to diversifying funding sources, and liaise with donors or their representatives in the region.
- Communication: Maintain HAMAP’s visibility to a high standard by adhering to the communication plans developed in each country, in consultation with HQ.
DESIRED PROFILE
Education & Experience
- Education: Master’s degree in international relations, Humanitarian Action or Project Management, Development Studies, Political Science, or equivalent field experience
- Experience: Minimum 8 to 10+ years of progressive field-based experience with at least 3 to 5 years in senior management roles (Country Director, Deputy CD, Regional Coordinator) ;
- Experience in Humanitarian Mine Action and/or Armed Violence Reduction programming, familiar with integrated approaches (early recovery, basic services, WASH…)
- Confirmed operational experience in the Middle East (Syria, Lebanon, Iraq, Jordan, Yemen) or comparable high-risk, fragmented political and security environments.
- Good practice in multi-country budget consolidation, financial forecasting, variance analysis (BVA), and cash-flow management. Direct oversight of field logistics and public procurement audits. Demonstrated track record managing institutional grants.
Skills & Interpersonal Skills
- Advanced budget design, cost-allocation frameworks, and donor compliance controls.
- High-level representation at mine action authorities, Protection/HMA clusters, and donor.
- Technical: Proficiency in the Project Cycle Management (PCM) framework, HMA standards and how donors operate.
- Capacity to untangle complex operational, regulatory, and financial bottlenecks calmly and methodically.
- Empathetic, clear-headed manager capable of fostering cross-cultural team cohesion and coaching senior managers remotely and in-person.
- Languages: Fluency in English is essential. Arabic and/or French are strong assets.
- Personal Skills: Ability to take decisions and lead in security-sensitive contexts, diplomacy, resilience under pressure and excellent interpersonal skills.
