The project

THE CONTEXT

Since 2019, Lebanon has been going through a political and economic crisis that has severely affected the stability and the functioning of the public services delivered by the State. Municipalities find themselves on the front line to guarantee a minimum delivery of essential services: water distribution, wastewater treatment, development of alternative energy and protection of the environment. They are not spared by the financial crisis or by the resulting loss of skilled staff, and their capacity to act falls well short of the growing needs of citizens.

A diagnostic and feasibility study was carried out to improve access to water and sanitation through the development of renewable energy. Building on its conclusions, the project gives the two municipalities the support they need to safeguard their public service role in water, sanitation and energy, for the benefit of residents.

AIMS AND ACTIVITIES

Objectives

  • Safeguard the essential public services of water, sanitation and energy in Kobayat and Andaket
  • Improve access to drinking water and sanitation for the residents of the two municipalities
  • Strengthen the municipalities’ capacity to act and local governance

Main activities

  • Drinking water : Strengthen the existing drinking water production and distribution system: filters, boreholes, networks. Renovation, extension and improvement works on the networks of Kobayat and Andaket.
  • Sanitation : Strengthen the existing collective sanitation system (self-contained energy supply, mechanical repairs) and improve the operation of the wastewater treatment plant.
  • Training and governance : Train the technicians of Kobayat and Andaket in the upkeep and maintenance of the water and sanitation networks, and strengthen municipal governance.
  • Awareness raising : Raise awareness of the project and promote the partnership among people in France and in Lebanon.
