Improving Access to Safe Drinking Water and Sanitation in the Rural Municipality of Basibasy
The project
THE CONTEXT
Water and sanitation remain vital issues for Madagascar’s development. In 2018, UNICEF and the National Institute of Statistics (INSTAT) reported that only 29% of the population in the Atsimo-Andrefana region had access to safe water—one of the lowest figures in Madagascar.
HAMAP-Humanitaire is working to support improvements in this sector by assisting with various water and sanitation projects in southwestern municipalities (Tanandava Station, Ejeda). The project aims to establish a drinking water supply system in the seat of the rural municipality of Basibasy. The goal is to provide the population with a safe water source with a view to expanding its use throughout the entire commune.
In recent years, the effects of climate change—particularly decreased rainfall—have worsened living conditions and access to drinking water for communities in the southern part of the island. The drought has forced the most vulnerable populations to migrate to other regions. This project, classified as a priority by the authorities, is part of a national plan implemented by the Ministry of Water, Sanitation, and Hygiene aimed at combating famine and ensuring a supply of drinking water in southern Madagascar.

AIMS AND ACTIVITIES
Objectives
- Sustainably improve the health and living conditions of the residents of the rural community of Basibasy.
Main activities
- Construction of a gravity-fed drinking water supply system with solar-powered pumping, a reservoir, a mini-network, and public water fountains.
- Social marketing, awareness campaigns on hygiene and the proper use of water in response to water scarcity, carried out by local authorities and the concessionaire.
- Support, identification, and capacity building for the concessionaire.
