Access to drinking water and sanitation for three villages in the Nam Ngum basin
The project
THE CONTEXT
Since 2011, the Loire-Bretagne and Rhin-Meuse water agencies have run institutional cooperation with the Lao ministry responsible for water and the environment and with the department of water resources. This cooperation supports local and national authorities in putting in place a model of integrated water resources management suited to the country's challenges. The Nam Ngum and Nam Sa catchments were selected as pilots.
Within that framework, HAMAP-Humanitaire and PONRE identified three priority villages as early as 2022, consistent with the work of the other partners in the Nam Ngum basin: Pounglak village in Kasi district, and the villages of Nakhaeng and Nathoun in Feuang district.
The project will connect more than 470 households, some 2,600 people, to a strengthened drinking water network and improved sanitation facilities. Management committees are set up and trained to run the installations and keep them working over time.

AIMS AND ACTIVITIES
Objectives
- Improve living conditions by strengthening access to water, sanitation and hygiene in the villages of Pounglak, Nathoun and Nakhaeng
Main activities
- Preliminary studies : A socio-economic study and a technical feasibility study to settle on the distribution solution best suited to the area and most readily accepted by residents.
- Boreholes : Boreholes drilled in the three target villages, with pumping tests and water quality analysis.
- Water engineering works : A water tower built in each village, pipes laid, electrical connection, household connections and volumetric meters installed.
- Sanitation : 32 family latrines built or repaired for priority households without facilities.
- Village committee : A village committee set up and structured to operate and maintain the system, with rules and a water price suited to the local context, then trained in maintenance, billing and user awareness.
