Ukraine – Kyiv and its region; future operations targeting the oblasts of eastern Ukraine
The project
Launched in late 2025 against the backdrop of the continuing armed conflict in Ukraine and a massive increase in explosive contamination, this project sets out to prepare the future deployment of humanitarian land and underwater demining capacity meeting international standards and Ukrainian national standards. Delivered by a consortium of Humanity & Inclusion (HI) and HAMAP-Humanitaire, it combines operational preparation, capacity building and support for accreditation. Within it, HAMAP-Humanitaire is responsible for developing the underwater component, working with the Ukrainian Deminers Association (UDA), the local implementing partner, while HI leads the land component. The project is one of the first humanitarian initiatives aimed at structuring a future Ukrainian underwater demining capacity.

In the field
Activity 01
A feasibility study and a phased development plan for a future Ukrainian underwater demining capacity (analysis of operational needs, regulatory constraints, UDA's existing capacity and the risks linked to contamination of aquatic environments)
Activity 02
Joint development with UDA of standard operating procedures (SOPs) meeting international IMAS standards and adapted to the Ukrainian regulatory, environmental and operational context
Activity 03
Recruitment, preparation and training of a Ukrainian team of UDA diver-deminers (modules on diving, safety, underwater communication, emergency management and assessment of underwater explosive threats)
Activity 04
Identification, technical specification and purchase of specialist diving, detection and safety equipment needed for training and for the development of a future underwater EOD operational capacity
