Building a water and sanitation network for 11 rural localities of Fond Margot, commune of Pilate, Haiti<\/p>\n

ABOUT THE PROJECT
\n<\/strong><\/p>\n

The project has two phases of work.<\/p>\n

The first phase<\/strong> focuses more on electing, from among the population, and training the Fond Margot Drinking Water and Sanitation Committee (CAEPA), which is to manage the water supply system for the 11 villages. The CAEPA has formally set the price of the water that will be delivered at the various public standpipes at the end of this project. Informing and raising the awareness of the population, and supporting the CAEPA, will continue throughout the project. Making users aware of how the network works remains essential if they are to take ownership of the facilities and if the water tariff is to be collected more effectively.<\/p>\n

The second phase<\/strong> of this project is more technical. It began with earthworks to give access to the work sites, notably around the spring. Work to capture the spring took place during the summer of 2016, along with the construction of the sedimentation basin. Over the summer HAMAP-Humanitaire sent out a trainee engineer from ENSIM (Ecole Nationale Superieure d'Ingenieurs) to follow and support the project. His presence helped re-motivate residents frustrated by the accumulated delays and gave the work on the ground a real boost. The reservoir was completed in December, at the end of a rainy season that was particularly long this year.<\/p>\n

This second phase is to continue with the construction of the water network, in particular the distribution works (a little under 4 km of pipes) and the building of the 11 public standpipes in the localities. The construction of 50 latrines for the most vulnerable families is also planned.<\/p>\n

PREPARATORY WORKS<\/strong><\/p>\n

The preparatory works were carried out before the arrival of the contractor selected to build the spring capture and the sedimentation basin (the same contractor who had carried out the works at Verrettes). Sand, gravel and cement were transported to the end of the road passable by vehicle. The materials were then carried on donkeys or on foot up to the spring. An area had to be cleared at the spring to store all these materials.<\/p>\n

Sadly, the people of Fond Margot had been demoralised by the accumulated delays. The trainee engineer, working with the CAEPA, made every effort to explain, to raise awareness and to give people hope again. The CAEPA used the local market to motivate people. It worked: residents began to feel involved and took part in carrying the materials. Large sacks were handed out to residents and participants, who were paid according to the number of sacks carried. Counting and payment were handled by the CAEPA, whose treasurer takes his role to heart.<\/p>\n

CAPTURING THE SPRING AND BUILDING THE SEDIMENTATION BASIN AND THE RESERVOIR<\/strong><\/p>\n

Exactly one week after the arrival of the \u00ab boss mason \u00bb, the works to capture the spring were complete. On Tuesday 19 July the contractor fixed the metal cover of the hatch above the water outflow.<\/p>\n

In parallel, work on the sedimentation basin continued, with the foundations laid and the walls raised. Building it posed no particular problem. On Thursday 21 July the basin was finished.<\/p>\n

At the end of July an agreement was reached with the landowner for siting the reservoir (50 m\u00b3). People immediately began bringing up the materials needed to build it (rock, sand, gravel, cement). The reservoir was completed in January 2017.<\/p>\n

RAISING AWARENESS OF HANDWASHING
\n<\/strong><\/p>\n

Ms Jacqueline Manigat, a nurse and member of GEDER, is responsible for organising and running the basic hygiene awareness sessions for the people of Fond Margot. The sessions have two parts, a first theoretical part with questions from residents, and a practical part. The latter consists of thorough handwashing and a demonstration of treating water with chlorine. The audience is mostly women and children, but some men also take part.<\/p>\n
