HAMAP-Humanitaire coordinates emergency deminer training in Iraq.<\/strong><\/p>\n

Since 2014 Iraq has faced offensives by the \u00ab Islamic State \u00bb group (IS or Daesh) in the west and north of its territory. The fighting has caused large movements of population. More than 900,000 displaced people are still in the Iraqi Kurdistan region and cannot return to the liberated towns because of the threat posed by mines and improvised explosive devices (IEDs).<\/p>\n

IEDs are improvised explosive devices, booby traps that have existed since gunpowder was invented. You pick up a telephone, open a fridge, turn over a body, pick up a rifle or simply walk along a road, and an explosion blows away everything in its path. These traps are made from shells recovered in the field or from chemical fertilisers mixed with other substances that, on contact, cause an explosive reaction. They can be triggered by mechanical means (tripwires, pressure release, bare electrical wires brought into contact) or by electronic means (triggering by mobile phone, printed circuits). There is no limit to the ingenuity involved.<\/p>\n

These IEDs add to the contamination by mines and explosive remnants of war (ERW) inherited from earlier armed conflicts that have bloodied the country. According to estimates by the United Nations Assistance Mission for Iraq (UNAMI), out of a total of more than 1,000 civilians injured in Iraq each month, an average of 324 accidents are caused by IEDs.<\/p>\n

In the Iraqi Kurdistan region and the Nineveh plain, which the project targets in particular, the withdrawal of Daesh troops has left whole swathes of territory contaminated by mines and IEDs. To date only a tiny part of the affected settlements has been cleared. The rest remains a constant threat to many communities and prevents displaced people from returning to their home towns.<\/p>\n

In the northern regions of Iraq, under the Kurdistan Regional Government (KRG), clearance operations are officially entrusted to two bodies. The first is the Iraqi Kurdistan Mine Action Agency (IKMAA), which manages the humanitarian demining operations carried out by civilian, non-state operators such as NGOs and international commercial companies. The second is the Kurdish army (Peshmerga), which has very few clearance specialists and a level of equipment in no way suited to the complexity and danger of the tasks assigned to it.<\/p>\n

Given the scale of the contamination and the weakness of the means in place, there is an urgent need, alongside the efforts directed at the authorities in Baghdad, to help the Kurdistan Regional Government strengthen its EOD capacity so that it has enough skills and equipment to remove, safely and within acceptable timeframes, the improvised explosive devices and other explosive remnants of war found in the recently liberated areas.<\/strong><\/p>\n

As part of its work on stabilisation, the Crisis Centre of the French Ministry of Foreign Affairs and International Development (MAEDI) took the measure of the scale of the task, particularly with a view to helping persecuted minorities return safely to their land. It therefore asked the NGO HAMAP-Humanitaire to train, as a matter of urgency, some twenty deminers from IKMAA and from the Kurdish civil defence clearance service, in order to improve their operational capacity to deal with IEDs.<\/p>\n

Since 2011 HAMAP-Humanitaire has worked in the Middle East so that ever more men, women and children can return to a decent life in a safe environment, despite an extremely unfavourable regional context.<\/p>\n

Here HAMAP-Humanitaire offers to put its expertise at the disposal of the Kurdish authority through a comprehensive approach, based on a detailed study of the partner body's needs and on strict compliance with the international standards in force.
A first exploratory mission was carried out, jointly with the MAEDI Crisis Centre and the project's technical manager, to assess the beneficiaries' needs and expectations. This visit, prepared in detail beforehand by the French diplomatic mission in Iraq, made it possible to meet the representatives of the Kurdistan Regional Government with responsibilities in demining and countering IEDs.<\/p>\n

The exploratory mission made it possible to validate the principle of a first training course on countering IEDs for IKMAA<\/strong> and to gather the information needed to prepare that course and the deployment of 4 expert clearance trainers from 2 October to 30 November 2016, in Sulaymaniyah.<\/strong><\/p>\n

The many discussions made it possible to define the shape of the training to be delivered, according to the means available locally, so that it matched what the beneficiaries expected. It was agreed that the course would be delivered by a team of four experts of international standing, achieving a suitable teaching ratio of one instructor for four trainees.<\/p>\n

Preparatory work was carried out three weeks in advance to produce teaching materials in digital and audiovisual form (PowerPoint, A1 teaching posters, videos and so on), translated into Kurdish so that the team could arrive in Kurdistan in the best possible conditions. These teaching aids were developed taking into account the latest knowledge acquired on the coalition front line in Mosul and lessons learned in Iraq, Syria and Afghanistan.<\/p>\n

On the planned date, the four French expert clearance trainers, accompanied by 4 French-Kurdish interpreters, began their 6-week course in the classrooms set aside for it. The teaching aids covered the walls of the rooms and corridors. Dummy IEDs, made for teaching purposes, were built by the trainers and used and destroyed during practical sessions on the exercise grounds. The project's direct beneficiaries, most of them from IKMAA, are intended to become members of the clearance units deployed across Iraqi Kurdistan as IS fighters withdraw. Candidates for the course had to be at least EOD 2 qualified or able to demonstrate equivalent operational experience. The training was delivered in French, with simultaneous translation into Kurdish. During the course the learners worked in pairs so that they could support each other during interventions, particularly when using procedures involving explosive materials.<\/p>\n

During this training, a real test was also carried out on the use of a drone, with the aim of validating a procedure for searching intact or collapsed buildings. The purpose is to gather visual information on the presence of casualties and\/or booby traps without changing the environment and before clearance technicians go in physically. The drone tested was the ELIOS, made by the company Flyability. It is fitted with a camera and a spotlight that allow it to work in confined spaces and in the dark. It is wrapped in a protective cage that prevents any contact with sharp edges that could damage its rotors.<\/p>\n

This training course made it possible to train and certify 17 experts in the disposal of improvised explosive devices (C-IED\/IEDD)<\/strong> using suitable technical means and following methods taught in the best international training centres.<\/p>\n

Because stabilisation work in the Mosul region and the Nineveh plain has to be anticipated, further clearance training is already being prepared.<\/p>\n

The associations \u00ab L'Oeuvre d'Orient \u00bb,<\/strong> chaired by Vice-Admiral (ret.) Pierre Sabatie-Garat, and \u00ab Fraternite en Irak \u00bb<\/strong>, chaired by Faraj-Benoit Camurat, along with the Saint Irenee Foundation<\/strong> support the persecuted minorities of this region, in particular Eastern Christians. Pooling their resources within a joint platform, they commissioned the NGO HAMAP-Humanitaire to carry out a survey in the Nineveh valley in order to establish the extent of contamination by mines and IEDs and to identify the bodies best suited to receive training. While this area was recently freed from the human presence of Daesh, it has not been freed from the mines and IEDs laid during the occupation and as that force withdrew.<\/p>\n

The NGO HAMAP-Humanitaire, working closely with GEODE, therefore sent an IED disposal expert on site to survey the whole area, so as to assess the explosive contamination and the measures to be taken to allow residents to return to the towns and villages as quickly as possible. A second expert from the DIGGER Foundation was also included in this assessment mission, to determine whether innovative technologies could be brought in to help safely clear the rubble, potentially booby-trapped, in these localities. In the other towns and villages, Batnaya, Ba'ashiqa, Karamless and Qaraqosh, desolation reigns. The rubble is booby-trapped with improvised explosive devices, and not only that. An IED workshop was discovered, among other things, including household appliances intended to booby-trap the homes still intact that owners might move back into.<\/p>\n

The two experts deployed were thus able to make a precise assessment of the problem of explosive contamination by IEDs. The mission visually recorded around twenty such devices in the courtyard of the university located between Qaraqosh and Karamless, generally in the form of pressure plates lightly buried under rubble!<\/p>\n

Once the city of Mosul is liberated, along with the whole Nineveh valley, it will be important that volunteers from the other communities join the experts already trained, professionally trained in methods for disposing of the IEDs present in rubble, houses, flats and public and private places. This training should lead to the clearance of towns and villages, according to priorities set by local leaders, with technical assistance during operations. Alongside trained and practised personnel, innovative technologies developed by DIGGER could be brought in, with suitable machinery, to reduce as far as possible the risk during rubble clearance, explosive clearance and the restoration of social and economic life, so that communities can return to their homes.<\/p>\n

The Crisis and Support Centre of the Ministry of Foreign Affairs is currently being asked to continue supporting future clearance operations and clearance training in support of the joint initiative of the French NGOs \u00ab L'Oeuvre d'Orient \u00bb, \u00ab Fraternite en Irak \u00bb and the \u00ab Saint Irenee Foundation \u00bb, present on the ground. This concentration of effort, for the benefit of Iraq and of the minorities suffering ethnic and religious persecution, will make it possible to keep mobilising French clearance experts, renowned for their excellence, and so speed up the safe return of displaced people to their homes.<\/p>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/section><\/div>\n","protected":false},"excerpt":{"rendered":"
