{"id":11138,"date":"2019-02-06T15:32:21","date_gmt":"2019-02-06T14:32:21","guid":{"rendered":"https:\/\/hamap-humanitaire.org\/?p=11138"},"modified":"2026-09-05T08:27:02","modified_gmt":"2026-09-05T07:27:02","slug":"hamap-humanitaire-at-the-2019-local-water-management-forum","status":"publish","type":"post","link":"https:\/\/hamap-humanitaire.org\/en\/hamap-humanitaire-at-the-2019-local-water-management-forum\/","title":{"rendered":"HAMAP-Humanitaire at the 2019 Local Water Management Forum"},"content":{"rendered":"<h2>HAMAP-Humanitaire, a valuable partner for local authorities<\/h2>\n<p><strong>HAMAP-Humanitaire took part in the Local Water Management Forum in Rennes on 30 and 31 January 2019, in the workshop \u201cSupporting local authorities to commit to access to water worldwide\u201d.<\/strong><\/p>\n<p><a href=\"https:\/\/hamap-humanitaire.org\/wp-content\/uploads\/2019\/02\/salle-ConvertImage1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-thumbnail wp-image-5496\" src=\"https:\/\/hamap-humanitaire.org\/wp-content\/uploads\/2019\/02\/salle-ConvertImage1-450x337.jpg\" alt=\"salle-ConvertImage(1)\" width=\"450\" height=\"337\" \/><\/a><\/p>\n<p>In 2018, 40% of the world&#039;s population was affected by water scarcity, according to the United Nations. Joel Kaigre, president of the NGO HAMAP-Humanitaire, set out the NGO&#039;s strong commitment to water and sanitation. Building on local capacity and expertise, the association&#039;s work gave a further 147,950 people access to water and sanitation worldwide in 2018.<\/p>\n<p><em>How are local authorities engaging with the UN Sustainable Development Goals?<\/em><\/p>\n<p>To keep up this momentum, local authorities are encouraged to get more involved in the sixth Sustainable Development Goal: clean water and sanitation. Herve Gilliard, international relations project manager at the Loire-Bretagne Water Agency, set out the institutional, legal and financial mechanisms that give authorities the opportunity to commit.<\/p>\n<p>The Oudin-Santini Act of 9 February 2005 allows them, together with the water agencies, to devote 1% of the revenue of their water and sanitation services to international cooperation in those fields. Added to this are the budget of the French Development Agency and the partnership agreements between local authorities and foreign local authorities under the Thiolliere Act of 2007.<\/p>\n<p>Alongside this international cooperation, the water agencies can carry out decentralised cooperation or institutional partnerships also aimed at supporting or even funding international solidarity work.<\/p>\n<p><a href=\"https:\/\/hamap-humanitaire.org\/wp-content\/uploads\/2019\/02\/intervenants.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-thumbnail wp-image-5495\" src=\"https:\/\/hamap-humanitaire.org\/wp-content\/uploads\/2019\/02\/intervenants-450x337.jpg\" alt=\"intervenants\" width=\"450\" height=\"337\" \/><\/a><\/p>\n<p><em>What is in it for local authorities?<\/em><\/p>\n<p>Alain Dutemps of the Occitanie Committee explained the benefits for these organisations of relying on an association. Drawing on his expertise in decentralised cooperation, he used the example of projects carried out in Palestine and Benin with HAMAP-Humanitaire to show how the NGO&#039;s desire for international solidarity translates into practice. Cooperation between partners is highly valued as a way of building coherent projects and contributing to water and sanitation, a key field in humanitarian work and international development.<\/p>\n<p><em>What would you recommend to authorities wishing to commit?<\/em><\/p>\n<p>Making such a commitment starts with choosing the level of involvement in the project, with a defined level of delegation. An assessment of the project&#039;s relevance to the country is needed to make sure it meets the needs of local people. The project&#039;s impact at local level must be checked. As Fernand Etiemble, vice-president of the Eau du Bassin Rennais authority, pointed out, transferring skills and providing training are essential questions in making sure the project lasts.
