Why should a local authority set up a decentralised cooperation with a developing country? What are the benefits for a French authority? And for the foreign one?<\/em><\/strong><\/p>\n

French local authorities have a long history with international cooperation. They are recognised today as fully-fledged actors in French foreign policy and make a significant contribution to France's Official Development Assistance. Opening an area up internationally is essential: it combines intercultural exchange with the richness of international partnerships and with the economic, social and sustainable development of the territory. By working internationally, French local authorities help meet the Sustainable Development Goals (SDGs) set worldwide by the United Nations. This is a necessity today, in order to promote a world based on social justice, peace, democracy and the rights of everyone on the planet, the protection of the environment and so on.<\/p>\n

An authority's international work is an integral part of its territorial development policy and must be part of a medium- and long-term policy with clear objectives. It covers decentralised cooperation, strategic international development, support to local international solidarity organisations, the international mobility of young people and so on. Through their decentralised cooperation partnerships, French local authorities and their partners gain from exchanging experience and good practice at local level. They promote solidarity work built together and connected to their territory. They strengthen the skills of local staff and professionals, so that they can respond to international requests.<\/p>\n<\/div>\n

As an elected representative, are you in charge of one or more decentralised cooperations<\/strong> ?<\/strong><\/em><\/p>\n

With local authorities in Burkina Faso, Ecuador and Peru, Palestine, Tunisia and Lebanon, the Aude department has built a framework of activities and exchanges of experience with the 2030 agenda as its shared set of indicators. Social policy, human rights, the fight against climate change, water resource management and environmental protection are some of the themes of the Aude department's decentralised cooperation work. Through the Piege, Lauragais and Malpere community of communes, we have launched a sanitation programme with the commune of Foundiougne. This work would be carried out in collaboration with the Senegalese communes and the Fatick Regional Development Agency. Exchanges between young people from Aude and from Senegal are feeding into the approach around the careful management of water resources.<\/p>\n

What difficulties can a local authority face<\/strong><\/em>
in a decentralised cooperation?<\/strong><\/em><\/p>\n

The COVID 19 pandemic forced many local authorities to rethink how they \u00ab do cooperation \u00bb. We had to adapt, postpone or cancel trips or visits by foreign delegations that had been planned long in advance. During the pandemic, local authorities redoubled their efforts and their imagination to invent other ways of keeping in touch with our partners, and of looking ahead nonetheless to keep these exchanges alive and to imagine new work. Decentralised cooperation only makes sense if it is part of a lasting perspective. Projects must not only help solve everyday problems but also allow local people to place them within long-term development prospects (and, very generally, within a sustainable vision of development). It is sometimes difficult to measure the \u00ab return on investment \u00bb of decentralised cooperation. Even so, depending on the size and remit of the authority, indicators make it possible to estimate the leverage that its use of public money represents across all of its international work, and to report on it to residents.<\/p>\n

In a context of climate change, what does decentralised cooperation bring to the sustainable management of water resources?<\/strong><\/em><\/p>\n

Managing water resources, access to water and sanitation are not only environmental issues; they have consequences for social justice, health and safety. The United Nations 2030 Agenda makes water a goal in its own right (SDG6).<\/p>\n

Decentralised cooperation, which is very active and varied in this field, makes a concrete contribution, responding to the needs expressed by partner local authorities and providing solutions
to the challenges posed by climate change, the inappropriate use of water, runaway urbanisation and many other issues linked to managing the water cycle. French local authorities have a tool for their water projects: the framework established by the \u00ab Oudin-Santini \u00bb law (2005), which allows them to devote up to 1% of their water and sanitation revenue to international solidarity work. As a local elected representative, I pay close attention to whether that 1% target is met and to the development of \u00ab exemplarity \u00bb in the projects carried out. I have therefore done as much as possible to set up cooperations in the fields of drinking water and sanitation in the authorities I have led.<\/p>\n

At what point does a local authority decide to call on an NGO such as HAMAP-Humanitaire?<\/strong><\/em><\/p>\n

Local authorities call on an operator such as HAMAP-Humanitaire to support them, and their partners, on their path of exchange and decentralised cooperation partnerships. The NGO's involvement makes the project easier to deliver, through methodological support on how to work, on the ways the authority can take ownership, on the specifications, on the timetable and so on. HAMAP-Humanitaire's support also strengthens the search for grants, with better identification of the funders best suited to the project. Building on a relationship of trust and of work, the Aude department works with HAMAP-Humanitaire within two decentralised cooperations in the water sector, in Palestine and in Tunisia. The commitment of its teams to our authority and their knowledge of the realities on the ground have allowed us to speed up our decentralised cooperation programmes considerably.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"
