A territory marked by conflict<\/h2>\n\n\n\n

For more than 40 years, Casamance, a region in southern Senegal, has been marked by a conflict between the Movement of Democratic Forces of Casamance and the Senegalese state. Begun in 1982, the conflict has left a heavy imprint, not least the contamination of the territory by anti-personnel mines and other explosive devices.<\/p>\n\n\n\n

Scattered over the course of the fighting, these devices remain a major threat to local communities today and hold back the region's development.<\/p>\n\n\n\n

A mine action project in Casamance<\/h2>\n\n\n\n

In response, HAMAP-Humanitaire, in partnership with the Association pour la Promotion des Initiatives Territoriales (APIT) and Senegal's National Mine Action Centre, ran a mine action project in the department of Bignona, and more specifically in the North Sindian area.<\/p>\n\n\n\n

Objectives of the project<\/h3>\n\n\n\n

    In a year of work, the project met these objectives. As this first phase draws to a close, the results achieved open the way to the next steps.<\/p>\n\n\n\n

    Mines with dramatic consequences for local people<\/h2>\n\n\n\n

    Explosive ordnance is a constant danger: every journey can become a mortal risk for local communities.<\/p>\n\n\n\n

      • Communities slower to rebuild<\/li>\n<\/ul>\n\n\n\n

        Conversations with residents reveal lasting distress and high expectations of any initiative to make the territory safe again.<\/p>\n\n\n\n

        The mine action project: training, awareness raising and identification<\/h2>\n\n\n\n

        Since 1 December 2023, HAMAP-Humanitaire and its partner APIT have rolled out several structured activities in response to this crisis.<\/p>\n\n\n\n

        Strengthening local skills<\/h3>\n\n\n\n
          \n
        • 7 community liaison officers trained, 2 of them women<\/li>\n\n\n\n
        • Supervision provided by HAMAP-Humanitaire experts<\/li>\n\n\n\n
        • Staff from the Ziguinchor region<\/li>\n\n\n\n
        • Command of several local languages (Jola, Mandinka, Fula), which makes communication with communities easier<\/li>\n<\/ul>\n\n\n\n

          Raising public awareness<\/h3>\n\n\n\n
            \n
          • More than 10,000 people reached directly<\/li>\n\n\n\n
          • Nearly 400,000 people reached through radio campaigns<\/li>\n\n\n\n
          • Open-air sessions, particularly in schools<\/li>\n\n\n\n
          • Interactive presentations of around 40 minutes<\/li>\n<\/ul>\n\n\n\n

            Identifying dangerous areas<\/h3>\n\n\n\n
              \n
            • 87 localities visited in the district of Sindian<\/li>\n\n\n\n
            • 29 dangerous areas identified<\/li>\n\n\n\n
            • A total surface area of more than 900,000 m2 affected<\/li>\n<\/ul>\n\n\n\n

              Constraints encountered<\/h3>\n\n\n\n
                \n
              • Remoteness of the areas of operation, 2 to 4 hours from Ziguinchor<\/li>\n\n\n\n
              • Difficult access in the rainy season<\/li>\n\n\n\n
              • Narrow roads making travel complicated<\/li>\n\n\n\n
              • Reluctance among some residents to share information about the presence of mines<\/li>\n<\/ul>\n\n\n\n

                What comes next?<\/h2>\n\n\n\n

                Identifying dangerous areas is an essential first step. For life to return to normal and for people to be safe, the project needs to continue.<\/p>\n\n\n\n

                Steps envisaged<\/h3>\n\n\n\n

                • Launch of a second phase including clearance operations<\/li>\n\n\n\n
                • This phase conditional on securing funding<\/li>\n\n\n\n
                • Possible extension to other contaminated areas, particularly in the Sedhiou region<\/li>\n<\/ul>\n\n\n\n

                  The importance of strengthening local capacity<\/h3>\n\n\n\n

                  • Ongoing training of local experts<\/li>\n\n\n\n
                  • Adapting activities to conditions on the ground<\/li>\n\n\n\n
                  • Reducing the risks of an ill-suited outside intervention<\/li>\n\n\n\n
                  • Ensuring the mine problem is dealt with for the long term<\/li>\n<\/ul>\n\n\n\n

                    A matter of reconstruction and resilience<\/h2>\n\n\n\n
